The focus is strictly on mature toms, with most cats weighing 140–150+ pounds. New Mexico's big game draw operates on a random selection basis without preference or bonus points. Applications are randomly assigned sequence numbers, and licenses are allocated based on these numbers, with a minimum of 84% of licenses awarded to residents, 10% to non-residents applying with an outfitter, and 6% to non-residents applying without an outfitter.
