Oregon Bighorn Sheep Hunting 2025

Hunters just getting into the bighorn sheep application game may want to really look at Oregon as there is no point system. The odds are tough, but everyone is equal every year. If you are going to apply for bighorn sheep in Oregon, make sure you apply or build points for every species you are interested in as it's only $8 per application. Also, don’t forget to buy a raffle ticket when you apply as Oregon also raffles off a bighorn sheep tag.

John Day Rvr #2 California Bighorn — Northcentral portion. Rut hunt for 165–175"+ rams (2024 top: 178"). Largest state population (~1,166 estimated). River corridor access blocked by private land—trespass fee required. Float or jet‐boat trips (4–5 days) common. 26 permits total in 2025; outfitter recommended.
E Deschutes Rvr #2 California Bighorn — Northcentral portion. 160–170"+ potential (2024 top: 175"). Second largest population (~803 total). East‐side‐only hunt; private land access requires fee. Smaller river float (2–3 days) or jet‐boat. 9 permits in 2025; outfitter recommended.
E Beatys Butte/Alvord Peaks #2 California Bighorn — Southeast portion. 155–170" potential (2024 top: 170"). Open desert terrain with roads—physically easier, self‐guided. Sheep spread out; plan to pass many midsize rams. 5 permits in 2025; est. population ~300.
S Central #1 California Bighorn — Southcentral portion. 155–165"+ potential (2023 top: 168"). Vast public‐land unit with multiple herds. Remote, hot, with sheep widely dispersed. High success but requires many days or outfitter. 5 permits in 2025.

Oregon Bighorn Sheep Hunting Draw

Oregon will again offer non-residents a total of six bighorn sheep ram tags and three ewe tags in 2025. The ram tags available for this year will come from one Rocky Mountain bighorn unit and four California bighorn units. The ewe tags are both for California bighorn units. The state continues to produce great Rocky Mountain bighorns and California bighorns every year, and both are recognized by Boone and Crockett as Rocky Mountain bighorns. The biggest Rocky Mountain ram killed in Oregon in 2024 was taken by an archery hunter and scored 202 3/8".

Oregon is going to give a non-resident Rocky Mountain sheep tag again in the Bear Creek unit. The sheep are located 10+ miles from the trailhead. This is going to be a real physical sheep hunt. Do not apply if you're not in good shape or cannot ride a horse. There is an outside chance at a 170" ram for a hunter who hires an outfitter or spends a lot of time hunting the unit.

If you are looking for a 170"+ California bighorn sheep, your options are the John Day River unit or the East Deschutes River unit. The John Day unit produced a 178" ram, whereas the best ram out of the East Deschutes River went 175". The John Day River unit has a very large sheep population, and there will be a total of 26 tags issued in this unit over three different seasons. The East Deschutes River unit has a healthy sheep population as well and will issue nine tags on the east side of the river. There will be two non-resident tags available for the second hunt in John Day and one tag available for the second hunt in the East Deschutes River.

If you are looking for a California bighorn ram and enjoy hunting in more desert-type terrain, your options are the East Beatys Butte/Alvord Peaks or South Central units. Both units have a lot of public land and have an outside chance to produce 170".

If you are looking to hunt a California bighorn sheep ewe, you should look at applying for the hunt in the Deschutes River unit or on the John Day unit. There is one permit available for the Deschutes River unit and two on the John Day unit for a non-resident hunter. The ewe tag is $1,513.50. Ewe tags do not count as a once-in-a-lifetime draw for Oregon sheep. Hunters who have already harvested a ram in Oregon may apply for the ewe tags.

Unfortunately, the Oregon wolf population is healthy and growing, estimated at around 200 wolves. The state has 35 confirmed packs. The actual number of wolves in Oregon is likely much greater than this minimum estimate. Grey wolves are currently protected statewide, so hunting is not allowed. Oregon trapped 10 wolves, which they gave to Colorado. The wolves were then released in Summit and Grand counties as voters in Colorado approved a ballot measure to reintroduce wolves to their state.
